1. About MoovPay
1.1 Who is MoovPay?
MoovPay is a Licensed Acquirer and a payment processor. As a UnionPay International (UPI) Licensed Online Acquirer, MoovPay is authorised to create and maintain your Merchant Account with UnionPay, to enable your business’s UnionPay acceptance. Together with MoovPay’s own payment processing system and MoovPay Online Platform, MoovPay provides B2B and B2C businesses start till end payment services and solutions. MoovPay streamlines billing and payment collection processing by allowing you to bill and collect your payments electronically and automatically, for the selling of goods and services to your customers. MoovPay’s tailored, secure payment solutions include but are not limited to B2B and B2C e-commerce, SME-focused payment solutions such as mobile POS system, SMS and email payments.
1.2 What Is an Acquirer?
The Acquirer, also known as an acquiring bank or merchant bank, is a bank or financial institution, licensed as a member of a card association (like UnionPay, Visa or MasterCard), that creates and maintains the Merchant Account with the card network. An Acquirer, together with the Card Issuers (Banks) and Card Association (VISA/Mastercard/UnionPay), makes up the primary entities of the card payment processing between merchants and cardholders.
1.3 What Are the Responsibilities of An Acquirer?
An Acquirer is responsible for receiving the card transaction details from the merchant’s terminal, passing these through to the card issuer via the card scheme for authorisation and completing the processing of the transaction. The acquirer will arrange the card transaction’s settlement and will typically credit the merchant’s nominated bank account with the funds in accordance with the service agreement. The Acquirer also accepts the risk that the merchant will remain solvent in cases of transaction reversals, such as refunds and chargebacks, where the acquirer is responsible to recover the amount from the merchant or bear the reversal amount in case of merchant insolvency.
1.4 Are there different types of Acquirers?
There are bank and non-bank licensed acquirers responsible for helping card associations acquire and maintain merchant accounts.
1.5 What Is the Difference Between A Licensed Bank Acquirer and A Licensed Non-Bank Acquirer?
In terms of the responsibilities and functions of being a licensed acquirer, there is no difference between a bank and a non-bank licensed acquirer. In fact, a non-bank acquirer usually offers a more flexible service to their merchants, such as a bank acquirer might require a merchant to open and maintain a bank account with them in order provide for the settlements; whereas a non-bank acquirer such as MoovPay can provide merchants with the settlement service with their existing bank account.
1.6 Why Does Card Associations Need So Many Acquirers, Bank and Non-Bank?
Card Associations such as VISA, Mastercard and UnionPay sit at the centre of the payment industry, but do not issue cards or merchant accounts. Card Associations rely on acquirers to onboard merchants to widen the acceptance of their card brand as a payment choice in the market. Similarly, on the card issuing side, Card Associations partners with many Issuing Banks to increase the number of cardholders, thereby increasing the paying potential of their card network. Therefore, Card Associations have both bank and non-bank acquirers that serves different specified industries or provide different value-added services. However, Card Associations have strict criteria for acquiring merchants for their card network, and only provides licenses to acquirers that can provide a strong proposition that helps them to expand their acceptance network. Card associations primarily facilitates transactions among consumers, merchants, processors, and banks, supplying the electronic networks and infrastructure that allow all the players to communicate and process transactions. Other primary responsibilities of the Card Association are to govern the members of their associations, including interchange fees and qualification guidelines, act as the arbiter between issuing and acquiring banks, maintain and improve the card network and their brand.
1.7 What Is A Merchant Account?
A Merchant Account is a special account that enables your business to accept payments by cards. Card payments can only be processed through a Merchant Account. You must have a Merchant Account to be able to accept card payments.
1.8 Why Merchants Need Acquirers?
When Merchants want to accept and process card transactions for the goods and services that are rendered to their customers, they need to sign a contract with an Acquirer. During the payment process, the Acquirer authorizes card transactions and connects issuing banks via the card network channel on the Merchant’s behalf. If the purchase is approved, the funds are settled to the Merchant via the Acquirer.
1.9 Is MoovPay The Same as PayPal, Alipay And WeChat Pay?
No. MoovPay is a Licensed Acquiring Member of a Card Association, while PayPal, AliPay and WeChat Pay are 3rd Party Payment Service Providers.
1.10 Is MoovPay a Third-Party Payment Service Provider?
No. As a licensed acquirer, MoovPay is a primary party in the card processing network, responsible of creating and maintaining your own merchant account with the Card Network (UnionPay). Third-Party Payment Service Providers operates outside of the primary entities to provide payment services to merchants, and usually require users to top-up value into these 3rd party accounts or e-wallets. MoovPay processes transactions on behalf of merchants when they sell their goods and services and make settlements to the merchants’ bank accounts according to the rules and regulation as provided by the card association, UnionPay International. PayPal is one good example of an online payment portal that acts as a third party in a retail transaction. PayPal acts as the merchant at the acquirer bank and allows merchants to make transaction through PayPal’s own merchant account via the PayPal Payment Service, thus “sharing” their own merchant account with the merchants that transacts through them. Such utilisation of their own merchant account to provide payment services for other merchants is also commonly known as a Master Merchant Account or Super Merchant Account. AliPay and WeChat Pay is another example of 3rd Party Payment Service Provider, who operates outside of the card association network by using direct link with banks using multiple bank accounts, though this is being prohibited now in China.
1.11 What is a Master Merchant and who are examples of a Master Merchants? How does a Master Merchant sign up with Acquirers?

A Master Merchant (also known as Super Merchant, Payment Facilitator) typically has a contract with the acquiring institution and onboards merchants on a sub-merchant platform. For the uninitiated, a sub-merchant platform involves a Master Merchant who already has a merchant account with the acquiring bank. The Master Merchant onboards and allows merchants to make transaction through its own merchant account, packaged as a 3rd Party Payment Service, thus “sharing” their own merchant account with the merchants that transacts through them. 1.12 How Is MoovPay Different from Other Payment Processors?
As an All-In-One Platform, MoovPay provides Merchants with a full suite Online Payment Solution, from creating and maintaining merchant accounts for merchants, to processing payments directly through MoovPay’s own payment gateway, developed by MoovPay’s inhouse experts. 1.13 What Is A Payment Gateway?

The gateway takes the card details that customers enter in on the website or payment platform and transfers it to the processor to get the funds released to the Merchant Account.  The payment gateway allows you to connect your website to the payment processor. It authorizes cards and electronic payments by encrypting the sensitive data. That is how the customer’s money gets into your Merchant Aaccount.

1.14 Who is UnionPay?
Founded in March 2002, UnionPay (also known as China UnionPay or by its abbreviation, CUP) is a bankcard association established under the approval of the State Council and the People’s Bank of China, the central bank of China. UnionPay function as a card organization and collaborate with commercial banks to maintain the discourse right and a dominant position in China’s bankcard industry, safeguard the economic and financial security of China, further promote the development of bankcard industry, as well as provide quality, safe and efficient bankcard service for the public. The ultimate goal of UnionPay is to become a bankcard association with national authority and trustworthiness as well as international competitiveness and influence, and to create an independent payment brand of China with global influence that serves China and more countries and regions. UnionPay is also the only interbank network in Chinese mainland that connects all of the ATMs of all banking companies throughout China.
1.15 What Is the Difference Between China UnionPay (CUP) And UnionPay International (UPI)?
UnionPay International (UPI) is a subsidiary of China UnionPay focused on the growth and support of UnionPay’s global expansion. In partnership with more than 1800 institutions worldwide, UnionPay International has enabled card acceptance in 168 countries and regions with issuance in 48 countries and regions. UnionPay International provides high quality, cost effective and secure cross-border payment services to the world’s largest cardholder base and ensures convenient local services to a growing number of global UnionPay cardholders and merchants.
1.16 How Do I Know That MoovPay Is A Licensed Acquirer?

1.17 Is MoovPay A Member of UPI Network?
Yes, we are a certified licensed acquiring member of UPI network. We have passed the stringent T25 tests. We are also PCI DSS and Trustwave certified.
1.18 Who Governs MoovPay?
MoovPay strictly adheres to the operational regulations of UnionPay International. Local regulations vary by different countries where MoovPay operates in and in certain countries whereby local financial regulations will also be applicable to MoovPay.
1.19 Does MoovPay Conduct Businesses in China?
No. As an acquiring member of UnionPay International, MoovPay’s scope of merchant acquiring is within designated countries that MoovPay is licensed to acquire. However, MoovPay has a subsidiary called Moovmall, which is a global e-commerce platform that provides merchant an online platform to buy and sell products and services.

3. Signing Up with MoovPay  
3.1 How Do I Sign Up with MoovPay?

You can go to the Merchant Account Registration Page to fill in the merchant account application form and upload the required documents (link). Once the request has been received, MoovPay Representative will contact you to discuss and review your application. The MoovPay Representative will prepare and send you a contract in which you will find confirmation of the pricing and terms. Once MoovPay has received your signed Merchant Agreement, you will receive an email with the login credentials to your live Merchant Account within 1 working day. 3.2 How Do I Submit My Documents
You can upload the document when filling in your application at the Merchant Account Registration Page.
3.3 What Are the Mandatory Documents Required for Merchant Sign Up?

For B2C Merchant sign up, please ensure that you have the following documents (scan or photo) ready to complete the application process: • A company registration document; • A copy (scan or photo) of your bank statement or cheque that includes the account holder name, account number and logo or name of your bank; • A valid passport or official identity card (not a driver’s license) from the authorised person signing the contract; • Contact details of the admin personnel who will be managing the MoovPay Account.

Physical copies of the above documents are not required, in line with industry’s effort of going paperless, digital copies of the documents are preferred. *For documents required for UnionPay B2B, please see “UnionPay B2B” Section of the FAQ

3.4 In What Format Must the Files Be?
The files can be uploaded onto the merchant account application form in PDF, JPEG, PNG, Word format.
3.5 Why Is Bank Account Proof Required?
Bank account proofs are necessary to verify and cross check that the Merchant’s bank account information is correct, to ensure that settlement of funds to the Merchant can be processed accurately and efficiently.
3.6 Who Can Sign the MoovPay Merchant Agreement?
The MoovPay Merchant Agreement must be signed by an authorised person of the company, e.g. Director.
3.7 Are Original Documents and Merchant Agreements Required?
No. Scanned and digital copies are accepted, as long as they are clear and legible.
3.8 How Long Will It Take to Process My Application?
Upon submission of your application and documents, a MoovPay Representative will contact you within 2 working days with the Merchant Agreement to confirm the pricing and terms. Once you have sent us the signed Merchant Agreement, your MoovPay Account will be sent to your appointed admin personnel’s email within 1 working day. The total time from submission of application request to receiving your MoovPay Account details is approximately 3 working days. For urgent cases, MoovPay can set up your merchant account within 1 working day on exceptional case-to-case basis.
3.9 How Much Does It Cost to Sign Up with MoovPay?
It is completely free to sign up with MoovPay.
3.10 What Are the Costs Involved in Using MoovPay?

MoovPay only charges a competitive service fee when you make a transaction via MoovPay. There are no other charges for signing up or maintaining your MoovPay Account. 3.11 What Kind of Companies and Industries Are Prohibited From Using MoovPay?
Merchants that are involved in agricultural cooperatives, financial services and entertainment gaming institutions which includes betting, lottery tickets, casino gaming chips and etc are fully prohibited from signing up a MoovPay Account. Merchants that are listed in the national or local relevant departments’ blacklist; entered as a “suspectable merchant” in UnionPay International Risk Information Sharing System are restricted from registering for a MoovPay Account.
4. UnionPay B2B  
4.1 What is UnionPay B2B
UnionPay B2B is a specialised channel that UnionPay has developed specifically to provide Business to Business payments using UnionPay’s channel and network. Through UnionPay B2B, UnionPay seeks to deliver a more efficient, secure, convenient and all-day services of enterprise payment solution for businesses. Adopting digital payment technologies, UnionPay promotes development of trading between China and other countries or regions, especially the “Belt and Road” Countries.
4.2 What Is the Difference Between B2B And B2C?

As the UnionPay B2B is a specialised channel for payments between businesses and traders, the transaction limit is higher than that of the normal UnionPay channel.

4.3 How Is MoovPay Involved in UnionPay B2B?
As a Licensed Acquirer for UnionPay, MoovPay actively works with UnionPay to further develop new channels and payment innovations. MoovPay is the first UnionPay Acquirer globally to work with UnionPay to develop and start acquiring merchants to use the UnionPay B2B channel.
4.4 What Is the Difference in The Signing Up Process For UnionPay B2B?
As the UnionPay B2B is a specialised payment channel catered for Business to Business transactions, a more stringent and detailed review will be done by both MoovPay and UnionPay to qualify a business to use the B2B channel.

4.6 What Are the Documents Required for Signing Up with MoovPay For B2B Merchants?
For B2B Merchant sign up, Merchants are required to submit the following documents to MoovPay: Mandatory Documents: • Copy of Business License(integrate the business license the organization code certificate and the certificate of taxation registration into one document); • Copy of Certificate of Incumbency (if applicable); • Identification Documents of all Shareholders and Directors; • A copy of your bank statement or cheque that includes the account holder name, account number and logo or name of your bank. Optional Documents When Required: • Customs Record Certification; • Letter of Authorization and registrant’s identity materials (should be provided when the registrant is not the legal person); • Certification of Category A export enterprises in the list of revenues and expenditures enterprises in foreign exchange; • Other documents that help to prove the import and export qualification of the enterprise, as well as trading contracts.
4.7 What Are the Transaction Limits of The UnionPay B2B?
The transaction limits will be set as high as the trading contracts or any supporting documents that your business can provide.
4.8 Are Both Parties Required to Register For The Platform?

No. Only the business merchant receiving the payments needs to be registered. The paying party does not need to be registered on the platform.

5. QR Code

5.1 What is QRC Payment?

QRC Payment stands for Quick Response Code Payment. Method of payment is contactless and performed by scanning a QR Code. In a merchant-presented QR Code system, customer uses their mobile App to scan the QR Code presented by the merchant to initiate the payment.

5.2 How is MoovPay QRC Payment different from the rest of the QR code payments in Singapore?

MoovPay is a Licensed Acquirer of Union Pay International and a MAS SGQR member. Merchants using MoovPay QRC will be able to receive payments from all customers regardless of the app they are using.

5.3 How do I apply to receive payments using the MoovPay QRC payment solution?

To use MoovPay QRC in Singapore, the merchant needs to sign up for a merchant account with MoovPay. You may apply by clicking on this link and completing the online application. 5.4 How long does it take to process the merchant application?

Normal process will take up to 3 working days. After submission of documents, our representative will contact your company to request for some KYC information. Once this information has been furnished, the merchant account shall be setup within 1-2 working day.

5.5 What is the transaction and subscription fees for this service?

MoovPay only charges a competitive service fee when you make a transaction via MoovPay. There are no other charges for signing up or maintaining your MoovPay Account.

5.6 What is the transaction limit?

MoovPay does not impose any transaction limit. However, MoovPay is able to set transaction limit according to merchant’s request, and up to issuing bank’s configuration.

6. Transactions

6.1 Who Can Merchants Collect Payments From?
MoovPay enables Merchants to collect payments for their goods and services from both companies and individuals, as long as the payor has a UnionPay Card or a Chinese Internet Banking Account.
6.2 Does the Payor (I.E. Merchant’s Customer) Needs to Be Registered with MoovPay?
No. The payor need not be registered with MoovPay to make payments.
6.3 How Do I Know When My Customer Has Paid?
You will be notified of every transaction via email. Also, you will be able to view a payment history for your customers.
6.4 Is There Any Transaction Limit for EACH Transaction?
Yes. The single transaction limit is 500,000 CNY (or equivalent in other currencies) per transaction. The transaction limit for the Merchant to collect from a SINGLE card is 500,000 CNY (or equivalent in other currencies) per day.
6.5 Can These Transaction Limits Be Increased?
Yes. The Merchant can request MoovPay to increase their transaction limit, subject to approval.
6.6 Is There Any TOTAL Transaction Limit for The Merchant?
No. There is no limit on the total transaction amount a Merchant can collect.
6.7 What Is the Limit for UnionPay Card?
The card limit is dependent on the payor’s card limit with their bank. You may wish to contact your bank to check on your card limits.
6.8 What If Payor Needs to Transact A Payment Larger Than Their Card Limit?
The payor will need to contact their bank to increase the card limit for online transactions. Alternatively, if your client has a bank account in China, he/she can make the payment through internet banking by clicking on the “E-Bank Payment” option at the payment page. “E-Bank Payment generally allows for a higher transaction limit compared to cards.
6.9 What Is the Difference Between Payment Using Card and Internet Banking When the Payor Is at The Payment Page?
Generally, payments through internet banking allows the client a much higher transaction limit as compared to card payment. This is because the 2FA through internet banking tokens are deemed more secure by the banks. Exact transaction limit is still depending on the payor’s arrangement with their bank.
6.10 Is There Any Transaction Limit for Payments Via Internet Banking?
The limit for e-debit via Internet Banking is dependent on the client’s e-banking arrangements with their Banks, maximum up to 10,000,000 CNY (or equivalent in other currencies).
6.11 Can I Use MoovPay To Get Paid in China from Overseas?
MoovPay will be launching a new business with UnionPay Money Express soon.  Through the Money Express platform, Chinese nationals staying overseas can conveniently remit their salaries to the UnionPay accounts of their families and friends in China almost instantly.
6.12 What is the transactional reference foreign exchange rate for different currencies when I use MoovPay?
MoovPay abides by the strict rules and regulations of UnionPay International in regards to exchange rates and uses the exchange rates that UnionPay charges at the point of transaction. You can refer to the Exchange Rate Query on UnionPay’s website below or contact UnionPay International for reference. Please note that the exchange rates displayed may not synchronize with the exchange rates in UnionPay System.

7. Settlements

7.1 How Will I Receive the Funds from My Customers Who Completed the Payment Requests Sent Via MoovPay?
The payments completed via MoovPay will be consolidated and settled to you daily*. The funds will be transferred to the settlement bank account that you provided during application. *excluding weekends, public holidays and UnionPay Settlement Holidays
7.2 What are Settlement Holidays?

Settlement Holidays are days when there are no settlements made, either due to your local bank not operating due to your local bank holiday, or China UnionPay not operating due to holiday in China. All settlements that are supposed to be settled during these periods will be consolidated and processed on the following working day. Below is the list of UnionPay Holidays for 2019. For your local bank holiday schedule, please check with your bank or local authorities for more details.

7.3 How Will I Receive the Funds from My Customers Who Completed the Payment Requests Sent Via MoovPay?
It depends on the settlement period agreed in the Merchant Agreement, which can be as soon as T+1.
7.4 How Does the Merchant Know When the Transaction Is Settled?
The Merchant can check their MoovPay Account. Alternatively, the Merchant can also check the inflow of funds in their bank account.

The MoovPay system is easy to use. MoovPay provides free technical support and will work with you and your staff to ensure that the MoovPay system is used correctly and is well integrated with your business.

8.5 What Is A Chargeback?
A chargeback is when a customer files a refund request with their bank, it means that they are disputing a charge and asking the card issuer or bank for a refund. The chargeback process is initiated outside of MoovPay, between the card issuer or bank and their cardholder or account holder. In a dispute over a chargeback, the decision is ultimately made by the card issuer or bank where MoovPay does not decide the outcome. Our MoovPay Representative will inform you if you receive a chargeback. If you do not agree that the chargeback is valid, you can help us dispute it by providing more information about the transaction.

9. Security

9.1 How Secured Are Transactions Made Through MoovPay?
MoovPay platform’s encryption must meet all of UnionPay’s stringent standard before we are allowed to process any payments. The input of card information by the payor is performed on UnionPay’s platform (website), to ensure maximum security. MoovPay’s website and online platform are SSL secured, and MoovPay’s system and network environment is PCI DSS certified.

The PCI DSS applies to any organization, regardless of size or number of transactions, that accepts, transmits or stores any cardholder data.
9.3 What is SSL?
SSL (Secure Sockets Layer) is a method of ensuring that information submitted through a website is secure and cannot be accessed by unauthorized users. When a site offers an SSL-secured form, the information submitted via that form (typically card information) is encrypted using a special certificate key and then decrypted with another key after it has been transmitted. When users access a site secured with SSL using their browser, a symbol displays in their browser windows indicating that the site is secure.
